EA Engineering, Science and Technology, Inc., PBC is seeking a Federal Programs Manager for our Hunt Valley, MD office to support our expanding Navy client base.  Duties will include a wide variety of business development, program/contract management, client management, and work flow management.  Selected individual will be responsible for identifying, marketing, and capturing contracts with Navy clients, preparing proposals, negotiating contracts, training and mentoring staff on contract and client requirements, assisting with task order proposals, monitoring and assisting in the execution of project work, and integrating organizational elements of EA. 

Position requires 20 years of experience in DoD investigation/engineering/remediation for environmental contracts. Specific experience in Navy programs such as Military Munitions Response Program, CLEAN, Operational Range Clearance, Environmental Restoration Program, Coastal Engineering, Facilities engineering is required. The ideal candidate will have a minimum of a Bachelor degree, Master’s degree preferred, as well as PE or PG license.

Candidates should have a demonstrated ability to develop and execute successful capture plans, manage large regional/national contracts and programs, and successfully secure competed contracts. Applicants should also have recent Program Manager experience on multiple Navy environmental IDIQ contracts; be willing to travel to EA and Navy office locations to support client interactions and educate/inform EA staff; and have experience managing Proposal efforts.
