EA Engineering, Science, and Technology, Inc., PBC is searching for an experienced senior proposal manager to focus on expanding our state and local markets, across the country.  The selected candidate will manage a team of direct reports proposal managers that support proposal development across all of business lines as services, as well as provide guidance to indirect reports that provide technical and marketing support when needed for specific regional pursuits. The desired candidate must be organized, responsive and communicative managing workload for him/herself and team to appropriately prioritize, staff resources, and submit compliant, winning proposals on-time.  The successful candidate will also play an important role in additional decisions including developing marketing materials, branding, teaming, and industry conference/meeting presence. 

Primary Duties:

  • Manage a growing team of proposal managers to be responsive to state and local pursuits (RFQs, RFPs, short-list presentations, etc.) across all EA service lines. 
  • Track, manage, and communicate workload to be responsive to all active and pending solicitation responses to ensure appropriate level of resources and schedules are being met.
    • Identify proposal management resource needs and obtain commitment from technical support needed.  Communicate continuously with State and Local Market Director and/or other Proposal Directors and Operations Managers to ensure commitments are being met, resources are being balanced, must-wins are prioritized, and acceptable workload is being managed.
    • Provide weekly report-out to State and Local Market Director of proposals and/or marketing efforts in processes to support company-wide business development reports and meetings.
  • Directly assess or guide the assessment of procurement opportunities daily (via bid boards/search engines/rosters, etc.) and identify the scope of services, award amount, deadlines, required personnel, and determine feasibility. Distribute all feasible opportunities to specified Business Unit Heads, subject matter experts, Client Programs, and the marketing team.
  • Refine and enforce systems of consistency for proposal management in the team including opportunity notifications, go/no-gos, file management, and proposal management plans. 
  • Take ownership and/or manage others in team to take ownership of proposal preparation and required information including: analysis of client solicitation, proposal outlines/management plans and response templates mapping to evaluation criteria; personnel resumes, project summaries, and standard approach text; required forms and supporting questionnaires; and developing and managing proposal schedule and deadlines.  Facilitate Go/No Go decision making, develop data calls for teaming members, conduct kick-off meetings, refine win themes, manage teams to develop responses and assignments, conduct in-progress reviews, schedule pricing, compliance, and technical editing reviews, and ensure compliant and on-time delivery of proposals.
  • Develop an independent and in-depth knowledge of EA’s capabilities.
  • Review and/or manage the review of historical EA data pertinent to a specific opportunity including details of work produced for a given client, work with a given team, analyze client solicitations, develop response plans (project teams, compliance checklist, response outline, schedule), member, or work in a given service area.
  • Maintain and/or manage the maintenance of updated proposal and marketing information including project summaries, resumes, standard approach text, graphics, and brochures.
  • Guide the development of graphics for submittals including, but not limited to covers, process diagrams/charts, organization charts, maps, and graphic data layouts.
  • Coordinate and/or manage the coordination with other EA Corporate departments (e.g., Contracts/Procurement, Legal, Finance) to ensure compliant review of contract Terms & Conditions, subcontract flow-downs, and procurement requirements.
  • Provide information and input to support strategic decisions to advance client relationships such as teaming, lessons learned, pricing, or technical approach requirements.
  • Translate win strategies into key themes, differentiators, and executive summaries to produce compelling marketing materials utilizing benefits statements, graphics, and proofs. 
  • Manage the requests and follow-ups of debriefs on winning/non-winning proposals.  Review existing proposals and identify improvements on a more strategic approach for future opportunities. Ensure all governmental/regulatory/legal requirements are met for maximum client satisfaction.  Analyze and document debrief information to improve future pursuits.

Desired Qualifications:

  • BA or BS in Marketing, Business Administration, English, Journalism, Communications or related discipline.
  • 20+ years of marketing experience in the A/E industry, experience with municipal government marketing a plus.
  • 10+ years in a management position guiding the workflow, assignments, and review of work for direct reports.
  • Experience providing mentorship and growth for direct reports – assessing capabilities and providing guidance on how to advance skill and level of responsibility.
  • Experience in coordinating, preparing, and completing standard government format and custom proposals. 
  • Demonstrated proficiency with technical/professional writing and creative marketing materials.
  • Initiative, skill, and personal commitment to manage multiple projects and details concurrently, follow up, and bring tasks and projects to full completion.
  • Ability to communicate effectively with local and remote staff from a variety of disciplines or teams.
  • Ability to effectively provide insight and feedback in both one-on-one and team settings.
  • Willingness to work in non-standard business hours as needed for proposal response and review timelines and willingness to travel occasionally.
